It is either difficult or very easy, even trivial, depending on your status and condition.

If married to an EU citizen, typically an Estonia, Latvia, Lithuanian or other East European or German, you get an EU permit on application to accompany your spouse.

If you don't qualify for that but are financially "a person of independent means" or are "sole representative" of a Russian or other foreign firm, it is fairly easy.

If you have a professional qualification or rare technical ability not easily found in the UK it is not usually hard.

Travel agents, employees of government firms and agencies, bona fide journalists and religious workers have no difficulty obtaining clearance.

Otherwise, except for family reunification (usually marriage to a British citizen) it is difficult.

Nice to learn that you think so well of us. However, the UK is not necessarily the best European country to live in; most Scandinavians have a far better quality of life, and I think are probably happier. Also we are going through a very difficult time economically, just like most other countries. Sorry to tell you that unless you wish to marry a resident British citizen, or are filthy rich, it will be difficult. Even if you were to marry a British citizen, the visa and residence processes are neither quick nor easy. You might try looking through the British Government websites on immigration and nationality.

Now's not the time. You have to have a genuine passport. The Embassy in Moscow could probably help you out. Depends on who you know. Basically, you have to prove that you can support yourself and will not be a burden on the social services. In addition you have to give good reasons for wanting to live in the UK. I'm a Brit and I can't think of any right now.

This is not an answer to your question, as it depends on too many variables; rather it is a response to Felicity that has the gall to say she is a Brit and can't think of one good reason to live here. You should be ashamed of yourself to make such a comment to anyone, never mind a foreign national. You live in one of the greatest, and most beautiful, countries in the world...you have more freedom and more safety than any other country, including the US, in the world. Most of the free world is free because of British history or intervention, they are free because their laws are based upon British law and tolerance. You have the privilege of living with freedom and in safety thanks to the thousands of men, and women, that gave their lives, and more, to provide you with the safety and freedom that you take for granted. You are obviously an uneducated, ungrateful, Brit and I hope that many of the readers shame you. Maybe we can get you deported to Russia or Ethiopia or some place similar! Shame on you.
