depends on the state. most places it is considered a weapon and you must have it registered.
if its registered then ya. you can have a rifle in your car as long as it is unloaded, the safety is on, and the bolt is open.
carrying it on you in public places is a different story. you will need a concealed weapons permit.

Most likely, it is legal, since, it is NOT a firearm. If you should get stiopped by the police, I would suggest you tell them you have the thing in your car, if they ask you if you have any weapons in the car.

If it is legal to own one, carrying it in car is also legal.

yes just be sure that if you ever get pulled over by the police to be sure to let them know that you have it in your car for protection
