St Paul or Saul as he was originally known,
was of a Jewish ancestry. He was brought up as
a Pharisee. And he also used to preach in
synagogues. He was arrested and put to death
by the sword under Nero, in Rome. So there was
enough reason not to qualify easily.

I think it is because he was a Gentile and the other apostles were Jews.
