I saw it on a vespa sccoter

If it's not a vespa (otherwise I'd translate it wasp, which is its original meaning!) it doesn't whirr!

Frullo means a "whirr", "flutter" -- the kind of noise a wasp makes.

This is not a Vespa and it's not food mixer either. Sorry, my Italian dictionary leaves a lot to be desired.
