To select a disgital camera first you need to priorotise your requirement,

Quality Pictures to shoot?
Picture resolution that you are looking at?
Memory Card slot to take enough pictures on the move?
Long battery life?
LCD Display?
Autofocus?
Different modes to shoot pictures?

These are some of the basic things that ones needs to look in before going for a digi cam. In market you will get plenty of makers who can offer you at this price list. Before spending from your pocket check out the market leaders in Digi Cam.
To my experience I would suggest you to go with Canon, Nikon or Sony.

The best pick would be of 5 MP cameras from any of these makers. Canon & Nikon are best in market in this segment. If you are going with Canon, go for Powershot models, and if you are going with Nikon go with Pseries and Lseries.

Canon Powershot A430, A530 or A540, are all great choices. You will need a decent memory card, though. I'd say get at least 512 MB. Lexar and Sandisk are the best brands, but there are many others that will probably be just fine for you.

If you do not want to use rechargeable batteries, get Energizer e2 LITHIUM batteries or the Duracell equivalent. They are the best.

Yes, Canon PowerShot A530 is a good choice indeed, Its under INR10000/- but look for a better deal as some time they bundle memeory card and rechargeable batteries and charger together, as they did last year in January, I bought that bundle.
You can get it from ebay.in also but you have to bid for that look for Canon PowerShot A530 . One is available there for less then INR9000/- right now. http://www.npithub.com/ is another place where you can watch prices of such things including computers and spares.
On the other hand Nikon L4 is also good choice after that.

I don't know for sure which model of a camera would be below 10,000/-. But, I can tell what features will be a good deal...
Look out for atleast 3-4 MP, not more then 3X optical, please don't buy any camera without optical zoom, it sucks big time.
Also, most probably you might get a camera which ses aa batteries, so you should also consider the cost of getting aa rechargeables along with it. If you are getting anymore better features then this... you got a great deal on your hands buddy !

You hav not mentioned what features you are looking for. But still I suggest you Canon Powershot A530. It costs around INR 9500. You can even take a glimpse at Nikkon S5 and Canon Powershot A540.

I personaly own a Canon Powershot A530 and I am really satisfied with it.

Look on Steve's Digicams review site (http://www.steves-digicams.com/) for a thorough test on all popular makes. It's a US site so beware of slightly different model names/numbers. It has lots of sample photos from models tested so you can see how good your results will really be.
A word of warning though. There seems to be a trend for cheaper, modern digital compact cameras to have only an LCD screen to view the picture you're going to take.
If you are happy using an LCD screen (rather than a conventional optical viewfinder) then note that it will use up your batteries very quickly!

Kodak and Samsung digital cameras are available for less than INR 10,000.
You could get to buy a Sony digicam of year -2005 (or even older) release model for less than 10,000.
