WOW! I can not believe that one has answered this question correctly. Internationally this was the Brits fault because of the breeze off the ocean most runners wanted the wind at their backs. Since the markings for exchange zone have to be consistent for any type of state, national or World records all the tracks have to marked the same way, thus all are now like the Brits with the wind at their backs. Now all track marking and exchange zones are set for counter-clock wise running.
