when i am writing i don't know where to put the quotations do i skip a line when another person speaks and do i nedd to say said frank or i said after i write it.

You put quote at the begining and at the end of a direct quote.ex: "I Love my dog", said Sue. There is no need to skip lines, unless you are narrating something and want it to be neat. Yes you should put the persons name after a quote.

u can purely positioned one pair of rates if u are no longer quoting something... working example if it rather is in basic terms ``he didn`t say. He have been given offended and made us tie Wilfred up`` this is nice yet whilst this is something like '"he didn`t say. He have been given offended and made us tie Wilfred up`` he replied" then 2 pairs are mandatory

"Yes," said Qwerty, "with ... ."
