I assume you mean cookies you baked. You might be able to assuming there is no fruit or plant materials in them. Or explosives or biological weapons agents, obviously. It never hurts to try, just as long as you declare it of course.

All you can do is declare at the customs, if it is a problem just tell them to throw it away...why dont you buy cookies from US or the duty free? tht would be easier...

Just declare any food item to the US immigration/customs officers. As long as it is well packed , you should have no problem.

cookies should be no problem unless they are filled with a controlled substance. then you go to jail. dogs smell all.
