duno, anything is possible. I think you can restrict your cookies. That'll block you.
Try this:
Go to Internet options under tools (while you are on the net)
click the privacy (security) tab
move lever from high to medium
delete cookies and delete files on first tab ok
If you have been restricted then you need to leave Internet surfing alone. You will be had. A hard head leads to a soft behind.
If you atr trying to restrict push that security lever all the way up (high)
However if you are not restricted from using the net, then I hope this helps

my son has a personal side in the computer but he is 4 he know pretty well how to deal with it and on his side he has a very little limit to what he can do? go to your Internet option and click on the tab for security then click on restricted site and go from there.

Okay, so are you REALLY so dumb that you couldn't figure out that this category has nothing to do with web pages or ANYTHING to do with computers??? I guess you are.
