I would suggest the lobby bar at the Mandarin Oriental hotel on Columbus Circle. The views are Incredible of the Park and CPS. You don't have to be 21, no one will bum rush you out and the munchies are great.

You are too young to go to any lounge. There are tons and tons of delightful restaurants in NYC. What type of food do you want ? What about tickets to a show ?
