Learning English should be treated in the same way that you learned your mother tongue.
First you learned to listen, to your parents.
then you practiced speaking, and learned to speak. Then you learned to read, and eventually to write.
The most important thing about learning English is learning to listen.
Listen to English songs, English Radio, and English TV. Then try to imitate what you hear, until it sounds like the speaker.
Reading will help with vocabulary, and writing will help to pull it all together. As suggested by someone else, reading out loud will help too. Keep a diary, in English, and each day write what you have learned. Then you can look back and see your progress, and this will motivate you to continue.

Find an English-speaking person that also speaks your native language. That way, you can get exact phrases as opposed to idealized or overly proper English.
You both should do the following:
1) Watch current movies together (in either language) and discuss the speech used in the movies
2) Communicate through e-mail or some other written form.
3) Translate at least one piece of literature. It would be much better if you find a book in both English and your native language. Try to translate the book in your native language to English and check your English against the English book.

I am an English teacher who has worked in the U.S., France and Japan. I am now teaching in China. I have seen so many people succeed, as long as they make an honest effort. If I had enough points to vote, I would vote for Suliman and David above.
Beyond listening and speaking, though, you should read every day. Reading is a great way to build your vocabulary as you learn to speak more and more. Find anything at all that is interesting to you and just READ!

the best way to do that comes first by listening as much as u can and at the same time try to catch how the speakers say the words and try to imitate them as much as possible. also I advice you to hear English songs, when you feel confident about your English vocabulary,then I strongly advice you to talk with all people you know with English and by time you will find your self a good speaker and people around you will notice that too.

The best way to learn to speak is to talk talk talk to people and also listen to hour things are pronounced.
Here people can only write so you can practice with neighbors, school mates, shop keepers, etc.
