Checking the error codes at Microsoft.com, it appears you have some sort of hard disk problem. Turning off the power while the hard disk was running may have caused a corruption somewhere on the disk.
Boot up with your install disk and maybe have to reinstall Windows.

when it starts booting hit F8 and go into safemode. You can do a restore in safemode (assuming it's XP).

Otherwise, without more detail, hard to know what to tell ya.

Which version of Windows? Boot from the Windows CD (assuming you have one) and try a "repair install".
