I think he's probably just shy. He may be kind of wondering what to do next. As women we put a lot of pressure on guys, since most of us want them to make the first move. He may be thinking that you might not want to hold his hand yet, and if he holds your hand and you don't like it then he would embarrassing himself then the relationship might be ruined. He's probably just has thoughts like these (or even more farfetched) going through his head. Mayeb next time you see a couple holding hands at the mall, say "Oh, that's cute." Maybe he'll get the hint, if he doesn't maybe he's not intrested in a relationship with you. However it goes I wish you luck :)

Some guys are so shy, they have no clue as to what they should do after "Step 1: admitting his love for her."
Sometimes, guys need a little nudge. Ask him out. If you don't want to do that, then spend more time with him, proving to him that there is no reason to be shy around you. Show him that you won't make fun of him or find odd or weird or whatever word you want to use. By doing that, he may feel confident enough to finally ask you out. And VOILA! A boyfriend.

I think he's embarrassed. When I was that age, taking a girls hand was more awkward than kissing her...
Certainly he likes you, and obviously you've gone out together.
Ask him - you sound like a confident young woman. Why doesn't he take your hand? Some guys are really uncomfortable about that...
In particular there's the nervous sweaty palm issue. Some guys, myself included, get sweaty palms when nervous. So we're embarrassed about taking a girls hand.
Heck, take hold of his hand, and sweaty or not, just hold on... to be honest a lot of guys really like that.

you need to shake him up a little.try to include in your conversations that you are a romantic and that you always think that an ideal date should be full of hand holding.then also try and tell him that you would really like him to be a little less shy!use that woman power in you and make him feel that all he is doing is his idea! you can also talk to him face to face and tell him how you feel.but just show him what you want.maybe he doesnt know!

may be he just feels awkward of holding your hand in public or as you have said he wants to take things slowly and dont want to make a wrong move.

We'll from a 15 year olds point-of-view. I think he is just shy. I had the same problem last year, but I just got frustrated and stopped talking to him.

Well, I would give it some time. Rushing into relationships is never a good idea, if you just jump into it, you'll always be looking for something more. If you take your time, you'll realize things better, and you'll be appreciative of them.
