You don't. Since criminal reports are considered government property, the government makes you pay to get them. Plus, if it were free, then anyone can get dirt on anybody and then that'll open up a whole new can of legal whup as$.

Go to the courthouse and read them. Or you can get an attorney, an assistant to print them out as a favor (or a judge).
