Residential and businesses have 10 digits, which include the 3 digit area code and the 7 digit telephone number.
In smaller cities, you can dial 7 digits to reach a neighbor.
In Los Angeles, you have to dial 10 digits no matter where you call.
Then, you also have phone numbers like 911, 411 and 311.

There used to be (up until about the early 70s) non-standard procedures for issuing phone numbers. Some rural areas had phone numbers as short as 1 digit, as determined by the local phone company in that area code.

all USA telephone numbers are in this format (000.000-0000).
There is also the state to state exchange that is (1-000-000-0000)
then there is the international exchange numbers like this one for Germany from the USA (011490000000000)
and then there is the emergency numbers as you know (911/ 411)
these numbers are connected to 10 digit numbers as well but the speed dialer is faster so it is just a 3 digit number...

i think they are for all local but if you have to call internatal i believe you have to add another code to that number which is the country code. check out the link and you will see what i mean.
