No, but ideally, it should be done during a regularly scheduled Sunday Mass, because at Baptism we are made members of the church family. How can a family welcome you if your welcoming ceremony is done in a private ceremony.

No, a Catholic Baptism does not have to be within a Mass.

However the Mass with the entire congregation present is the best place for a Baptism.
