Common belief is that Moses did but archaelogical evidence and numerous contradictions in the first 5 books make the probability of Moses being the author slim to none. Modern bible historians now believe that the first 5 books of the bible that Moses gets credit for writing were actually an amalgamation of 4 different literary sources from unknown authors. It is unknown exactly who brought these 4 versions together or when.

Nobody knows who actually wrote the book of Genesis. The common belief is that it was written by Moses, but there is no actual proof of that.
Futhermore, the first five books of the Bible, traditionally said to have been written by Moses, are believed by many scholars today to have been authored by at least four different authors and a separate "editor." Although, some believe that they may have even been written by four different "schools" of authors. Which, of course, adds an unknown number of potential authors.

I have a King James Bible, and it says "The First Book of Moses, called GENESIS." So, Moses. As far as when, well, I suppose it would have to have been written when Moses was alive. You might try to find out which Pharoahs were alive during the time of Moses.
