Yea, they can but it doesn't show the Cat or dog pregnant. As soon as they mate, a puppy or kitten falls form the sky and then in about 24 hours, the puppy or kitten is an adult.

I never knew. Then again I only played it for a short while. I didnt even know the puppies grew up.
