I need to go to North Carolina in Jan 2007. It costs 170 before Thanksgiving and now it cost 210. Should I wait for a cheaper rate or buy it now? When would be the best time to buy it?

Generally the longer you wait, the higher the fare is going to be. I would bite the bullet and buy now. The reason for this that the airlines allot a certain number of seats for each fare, a few for the really cheap fares, more for the mid range fares and the rest for the full fares, which are expensive. After they sell the allotment the fare goes up to the next fare. There are also fares that require an advanced purchase. These have to be purchased either 3 weeks, 2 weeks, 1 week or 3 days prior to the flight. The farther out from the flight, the lower the fare.
