OMG... my rottweiler does this...PRetty much the exact same thing.. we tell him to sit, and that paw comes up.. and when we put it on the ground .. he just lifts it up again... what we do, is when new people come over to the house that doesnt know of his funny little habit we say.. okay sit Ray.. and he will sit, then we quickly say.. give me a high five and put our hand where we know he will put his paw.... our friends go nuts and think we ahve a smart doggie.. he he... it is def normal. think of it as a characteristic that makes him unique from other dogs

Did you teach him paw? A lot of times, dogs will automatically raise their paws when they sit after they learn paw. It's normal. (I'm a dog training instructor)

Did you teach him "shake hands"? This is cute he is reaching out to shake your hand. Reinforce it by telling him to "shake" before lightly grabbing his paw.

Somebody probably trained your dog to do that. If it's a smart dog, it probably took less than a day to do it.
