I'm confused. If it is your puppy, why would they take it? Did your dog have puppies and you're supposed to give them away/sell them, but you've gotten attached to one of the pups? At any rate your neighbors can't just take your puppy unless whoever is the owner (you, or your parents?) agrees to sell or give them the puppy.

Talk to your parents and ask them. It is good the puppy is well liked but keep him at home - hope you have a fence - walk him on a leash when you take him outside -that way they cannot get their hands on him

Talk to your brothers and tell them how you feel.

Why would they take your dog? If you are allowed/have permission to own this dog, and are able to afford taking care of him, then they have no reason to take the dog away.
