Ouch! This will cause your "tally wacker" to severely suffer in size.
Use super glue remover or go to the doctor.

If you're freaked out about going into public like that, use some fingernail polish remover and warm water. Kerosene (very little) might also help you loosen your friend.
Pour some acetone based removed on a warm wet wash cloth and gently pull apart the skin while massaging with the cloth. the acetone might burn. If it does, add a little more warm water. Lighter fluid will do the same thing to un-stick your wang. If you try the lighter fluid, cut it with water!- and don't set yourself on fire.
Prep the area by shaving off the hair around it and swabbing it with alcohol. Good luck and send me a pic!
