Yes you would have a harder time finishing a Sheltie with incomplete pigmentation, especially when it is in a conspicuous place like a nose. Shelties are a VERY competitive breed!
If the pup is still pretty young it might still fill in.

It is normal. I'm pretty sure it will turn black when she gets older. Our one Boston Terrier puppy came to us at nine weeks with a mostly pink nose, and by the time she was an adult her nose was completely black.
You can take a look at the AKC standard to see if your pup is show quality or not (this is provided she came with AKC papers).

A Shetland Sheepdog (aka Shelties) should have a black nose.
NOSE - The nose is black, and projects somewhat over the mouth. (UKC Standard) http://www.sparkshire.com/ukc_standard.htm

I know that it's popular in puppies, I'm not sure if they'd take points off.
Here's the site to the AKC. They have certain standards and stuff.

I hope she's PERFECT.

most likely will fill in, but depending on the standard of the breed it could disqualify her for showing. check out the AKC website.
