How do you make a picture brighter?

I have Dell Image Expert Application (Trial Version) and whatever else came with Windows Home Edition.

download picasa2 from google.com
It's free and has brightening functions. If you don't like it... at least you spent $0 on it. I use it for basic editing (red-eye, brightness etc).

look for brightness function/option around adjustments...
picasa2 from google is a good free choice !!
