I believe at-latl spearthrowers may still be used by tribal peoples in South America to some small extent.
I'm not sure African or Aboriginie tribes ever used them at all.
At the Parkin archelogical dig near West Memphis Ar. you can try one out for yourself. They are amazingly powerful and accurate.

I have not heard of any state that allows for this type of hunting you will need to a states fish and wildlife to get the exact laws
