Well, maybe you should reconsider a dog for now..after all, you do live in your mom's house. You can sit down and have a conversation with your mom about it. You may find out why she doesn't like pets.. maybe she is afraid or allergic, etc.
Start out with a fish, gerbil, rabbit, bird, snake...a different small animal that she can tolerate first. When you have proven yourself, she might let you have a dog or cat. Set up a date with her to re-evaluate, like 6 months after you get the smaller animal. (Put it on the calendar, too.) That way your mom won't be able to put you off forever and you have a end-date/goal date to look forward to.
Be sure to do your homework on any kind of pet you get though, including breeds of dogs. Try to fit the pet into your lifestyle. You, your mom, and the pet will all be happier that way!!

try showing her that you can do things without rewards. possibly do your chores and tell her that you dont need your allowance that week. do a lot of extra work. run around outside to show her that you would be able to play with a dog. let her know how much you would love to have a loyal friend that will love you no matter what. show a lot of responsibility and tell her ull take care of it.

Walk around the neighborhood with sandwich bags and pick up after the neighborhood dogs. When you show your mom how willing you are to clean up after a dog, she'll melt.

Take charge of the care of one or two of her animals for a few months. That should tell the tale.
