The best in the world is the artist who has truly devoted their spirit to their art. And train as a way of life. We will never know who it is because they will never enter a tournament or a UFC even.
Saying it Bruce Lee, Jet Li or Chuck Norris etc... Is like saying Hulk Hogan is the best wrestler in the world.
There are people who have 5 world championship titles in their particular art. Than they fight in the UFC and lose every match.
Anybody can beat anybody if the situation is right.
My favourate fighter today is Georges St. Pierre. I have been a fan for a long time not like some who only like him now that he beat Matt Hughes.
But I do think I'm pretty good.

I don't think there is one; how could you judge that? There are so many martial arts and martial arts associations, with new ones starting up all the time. And don't forget; martial arts doesn't always mean fighting- there is also kata or forms as some people call it.
I think its one of those things that nobody needs to know- if someone thinks that they are the best- then they missed one of the points of martial arts- humility.

It's impossible to answer the question since the answer to the question will change from moment to moment. There is an elite class of martial artists, the best of the best, but alot of these people aren't necessarily in PRIDE of the UFC. Most of the kids in the UFC arent that good, actually.

Well, the best martial artist of all time is Bruce Lee, hands down. But as far as right now, it's really hard to say.

We will never know because of different times the masters lived and not every master goes into the spotlight like Bruce Lee and Jet Li have.
Huo Yuanjia would be a great example of this too.
All three masters I have listed live in different times, so it's impossible to tell.
