Would be the telephone directary.If you mean someone to locate missing persons.Then the salvos are good at this.Not sure I fully understand this question

The white pages. Not only does it have people's names and addresses in it, but when rolled up it makes a very good interrogation tool. The NSW police used it to locate criminals a few decades ago.
