Phone whoever sent you the bill and ask exactly what this charge is for.

Hmmm. Used to work for the phone company: looks like health care priveledge and probably has something to do with health care advice-----but it's an 866 number, so it should be toll free. Why are you being billed?

sounds about like a name that a medical company would use when charging you for something, i would look into it from the financial institution you have your card with.
might have grounds for a chargeback.
