No. The ark of the covenant was placed in the Most Holy compartment of the temple. Only the High Priest could see it and that was once a year. When the ark was transported from place to place (before the temple was built), it was ALWAYS covered so no one could see it. There were no seraphs on the ark, just cherubs.

But they were most certainly graven images, as well as images of heavenly things, and as such, were certainly in violation of the commandments.
The only reason they were allowed is because God commanded it to be done, and God is not bound by the laws he makes for man.
It's the same way with the Catholic Church.
Jesus founded the church, gave it authority, and still remains as the head of the church today.
Nothing the Catholic Church does can possibly go against the will of Christ, because Jesus Christ is the all powerful God, head of the Church, who certainly has the right to interfere with Church affairs, or even to "fire" and/or replace anyone or anything he deems inappropriate.
All those who actually believe that Christ's Church could ever be led into error, or ever be corrupted in any way, are fooling themselves.
The men who lead, govern, and belong to the Church have often proved corrupt, but God's one, true Church will remain holy and spotless forever, simply because God wills it.
And ever since Jesus Christ became the flesh image of his Father in heaven, the Church has rightly understood that images alone are not sinful, just as the flesh body of Jesus Christ is not sinful.
Jesus initiated many new things. One of them was a new "economy" of salvation ... based on our personal knowledge of, and a loving relationship with the one. true God.
No one who knows God would ever be tempted or attracted to an idol or false God, no matter how it was constructed.

They did not break the 1st commandment with the Ark because
1) God told them to do it
2) They did not worship the Cherubim and Seraphim
3) They did not place them before G-d, they used it to honor G-d

And the Jews understood that the angelic depictions were for a covering over the Mercy Seat of the Ark. And their wings covered their faces.

Because God told them to do it. Nobody was worshiping the statues of the angels, they were worshipping the God who gave them the 10 commandments.

They are angels. God keeps His angels charge over us...And to guard the ark of the covenant.
For example as it says in Luke:
Luke 2:8
[ The Shepherds and the Angels ] And there were shepherds living out in the fields nearby, keeping watch over their flocks at night.
-This was not idolatry- but God watching over them- as His angels do watch over us.
