What's a good and easy way to do the tops of eyebrows when it starts growing back? Without using wax. Does plucking work even if the hair is just growing back?

Yes, plucking is the most accurate and cosmetically efficient way to pluck the hairs you are aiming for that just recently began growing in, especially if you are trying to keep your current shape.

Yes plucking works. But with plucking you have to be patient and it hurts continually until you're done plucking...which could take a while. There's plenty of ways to get it to go away...Laser treatment (costs a lot though) you could try something like nair, though I'm not sure how your face would react to it. Hope I helped!

I used to get mine arched with a razor. I find that waxing lasts much longer though.
