In the book of Numbers when the people were in the desert for forty years and they wanted meat why couldn't they eat the livestock they had with them?Why did God not want them to eat meat/ For punishment?

He wanted them to trust Him for their sustenence like He wants us to do today. Try thanking Him after each meal.

Meat has an enzyme in it that makes you age faster, it destroys tissue in the body. Have you ever wondered why some children enter puberty sooner then others? If you were to ask them if they eat meat (red, not fish) they would tell you yes they eat it at least three times a week, you see the more meat that you eat the faster you age, and the more 'age' related problems you will experience sooner then some one that does not eat any meat at all. A diet of fruits, vegetables, berries, nuts, and grains is the best of all diets, because we were designed to eat this way. Yes, you will get ALL of your vitamins, proteins, and minerals that your body requires, by eating a balance of these foods. It is not necessary to eat from all of there categories in one day, it should be done over the period of a week.

The short answer to your question is that God did provide quail for them to eat so he did provide meat. However, the part of you question about punishment is interesting. When the people of Israel reached the promised land and turned away in fear - they were then punished (hence the forty years of wondering). There was plenty of food including meat in the promised land, if only they had simply trusted God to give them the land!

God had given the Israelites manna which they did not appreciate. They were complaining (mostly the mixed multitude) and wanting meat and other things they had in Egypt. God allowed them to get sick because they feasted without restraint and their excesses were speedily punished.

He sent them manna to eat. I didn't know that they had any livestock with them.
