No it means that you can't bring a regular dog (like your pet) into the place that had the sign, and that only people who have seeing eye dogs can bring their seeing eye dog in.

It makes perfect sense-- the only people who won't see the sign are the ones who *can* bring their dogs in.

A seeing eye dog is for people who are unfortunately blind.This sign is possibly for people to see so precautions will be taken to watch out for this marvelous pet and owner who is blind.You should have known that,but I don't guess you're blind.

It's to discourage people who want to bring in their pets, who are ordinarily not welcome in stores. Service animals are permitted, of course.
