My wife is Russian also.
The official answer is - Yes in the UK she can hold dual citizenship and it is recgonized, However, Russia does not recgonize dual citizenship and she would have to give up her Russian citizenship.
The unoffical answer is the Russian embassy will not be bothered about it and they won't like being told so don't tell them! So get a British Passport and travel with that and when going back to Russia keep the Russian one otherwise you will need a visa to travel there on the UK passport and giving up citizenship may cause problems in getting one.

I do not think so. I think the only people who can have dual nationality/citizenship are children, for example, if they have an American mother and say an English father, they can have both an American passport and an English passport. However once the child becomes 18 years old, this ceases and they must choose which nationality / citizenship they wish to take. The thinking behind it being that you cannot hold true loyalty to more than one country

uk lets dual citizenships you should ask if none russian citizens can have dual with russia

The UK permits dual nationality. If Russia permits this, then Yes you can.
