I say to get a good, solid education in your background. Then go work on the relationship with a partner afterward. Spend a lot of time with him/her, doing things. Doesn't matter much, except the older you are- hopefully the wiser you are. Good Luck!

As with most things it's entirely dependent on the people involved. Some are ready early in their 20's (me) and some are not even ready for a mature relationship in their late 30's (a dear friend of mine).

Sometimes marriage ruins a relationship, but a relationship with someone you are not married to can ruin a marriage.
