Yes she can take 'em but it's better to avoid them.Go to particular airport website from where she's departing to get the more latest info on what is allowed inside a flight.

I've brought some snacks/water that I purchased after going through security. However, airports in Germany have *much* stricter rules.

yes. as long as she doesn't have any liquids (and if she does she has to put them in a medium size ziploc bag.. the one a little bigger than a "sandwich size")
