my partner was arrested and now faces court by the social services getting the wrong of the information given, his mentally ill and he was on an very high full of angery hate and bitterness was advised to stay where he was but went full steam ahead and went back demanding to be put into hospital, and myself and his care workers were thinking of his mental state so they phoned the police which in turn they put him on a charge and appears in court in january, can the police do this.

The police can do whatever the law upholds in your jurisdiction. If contacted by another agency to protect him from himself and the law is clearly stated the answer is yes.
