Anyone who wants to. This is why you should never read a "history" book and just accept it at face value. There is no such thing as objective history, it is all filtered and biased by the limitations and perceptions of the author. The best way to study history is to always try to read two or more completely different accounts of the events, from the points of view of very different authors. Each will see, and document, things differently.

History comes from the Latin word "historia" meaning story or tale. History is an account of what happened in the past. Mortals set forth history with their doings. Historians write down the history and get credit. People who were there during WWI could have written a history or an account of it through their eyes as well, but the historians are the ones who get recognized.

History is written by the victors in war. Hence, much of the history of World War 2 has been written in the English language by American and British historians.
Further, and to bring that history to a wider audience, the Hollywood moguls went straight into war movie production in the mid to late 40s - indeed were making propaganda war movies before the end of hostilities.
Back further - the little we know of Britain in its early days, comes to us from Roman historians. The Romans, having conquered the Island of Britain (Breten) then set about the task of writing its first real history.
What Julius Caesar actually said when he tripped up over his toga while jumping ashore at Deel in Kent, England was, "raining again I see..." The rest is history.
One small point to bear in mind about history and an important one too, is that history is a foreign place. Never apply 21st century rules to the people who inhabit the 18th, 19th or 20th centuries.

It has often been said that history is written by the victors. This has been true in the past. For example, we only know about the German tribes of Roman times from what the Romans wrote about them, because the Romans conquered much of Europe and their literature spread throughout the region.
Increasingly, however, history is being written by the proverbial "other halves" of society, especially with the proliferation of literature on women's history and other specialized histories.
Unfortunately, the basic history that most people learn in high school is still that which has been written by the victors. The whole concept of "Western Civilization" was dreamed up by eurocentric white men in the 20th century. High school text books, although sometimes they might venture into something as multicultural as having a feature page of "women's roles" during a particular time period (features which students invariably skip over in their reading), are still written primarily in a eurocentric, on-the-surface manner which helps rationalize the status quo.

Napoleon once said, " what is history but a fable agreed upon?". I guess every blockhead can write one, but the accepted ones are written by the winners. That is why all history books have a hero.

The mastermind behind it all is God because everything that happened and is about to happen is already known to him. He writes it and Human beings play it out. kind of like a writer writes a script and actors bring that script to life by adding actions to words.
