A Bar is a type of restaurant that serves beer, wine and liquor. They usually have a long counter (known as a "bar" - that's where the name of the establishment comes from) with high chairs (called "barstools") in front of it.
Behind the "bar" are men and women, usually wearing black clothing, known as "bartenders" who are licensed by the state to sell alcohol to the public (the business itself also has a license from the state).
At a bar you can buy varioous types of beer, wine and hard liquor.
That hard liquor is the "hard drinks" you were asking about.
Usually, bars open at 12 Noon and stay open til 4 AM the next morning. So, go out to your neighborhood bar, go up to the bar and ask the bartender for a drink. Tell them that you don't know what you want - so you'll let them choose for you!

Are you serious? A bar is a public house where you can buy drinks in a social situation, and hard drinks are usually spirits, like vodka, whisky, etc.
