If you really wanted exactly what you want... Pilkington Glass will make a mirror to your precise requirements... not as expensive as you may think... but they make mirrors to customers requirements... We purchase glass and mirrors from their depot in Nottingham... but I imagine they have a number of depots around the UK.

Is this mirror for a child? If so, toy shops sell that kind of thing, as a dressing-up mirror, or you can get themed ones like Barbie, Bratz etc.
If it's for yourself, then why not buy a wood or plastic surrounded mirror and spray it with silver glitter. That should work. Please note that this method is possibly not good for a child.
