I am trying to send my sister an e-mail from me she lives in Brazil and we are here in the usa.How can I do it

There shouldn't be any problem so long as both of you have email address and an internet connection.

I'm not aware of Brazil blocking any domains, but she can always go with a smaller email provider instead of yahoo or gmail or hotmail.

You will also need her email address so you know where to send it.

Just send it to her email address. The Internet will do the rest.
