For the same reason Adam and Eve are not forgiven, whereas the rest of us have the provision of forgiveness granted to us through Jesus' sacrifice.
Adam and Eve and all the angels were created perfect. They did not/do not have the tendencies toward wicked deeds that the rest of us imperfect human beings in need of ransom do. (Romans 7:21-24; Genesis 1:31)
That doesn't mean, in human terms, that if someone perfect chose to eat dirt instead of food he would not suffer the consequences. To say that perfect people are incapable of making a bad choice (sin) is like saying imperfect people are incapable of making good choices. Therefore, it is logical that, though perfect, angels and humans could still sin - because of feeding their minds on wrong thoughts and ideas. (James 1:12-15)
A perfect person is not in need of ransom. Therefore, there is no provision of ransom for them. The law code which was set in place to help people understand why the ransom was necessary and how it cancelled out sin stated "an eye for an eye," etc. Therefore Jesus' sacrifice as a human being cannot cover the sins of angels - perfect or not - because Jesus' ransom sacrifice was in human form. The sacrifice was made one perfect man (Jesus) for the sins of another (Adam); human for human. It was not for the redemption of angels.
I realize this is very similar to what one other person said, but I wanted to share these illustrations as well.

If you mean the angels who rebelled against God and were banished eternally from heaven, they were created already in heaven, an existence that human beings can only hope to eventually experience. Humans have a lifetime, longer for some, shorter for others, to accept Christ, to get on the road to salvation, and to remain there until their final breath. Many wander off the road, repent, and find their way back onto it. But if we remain faithful until the end, as Scripture states, we will then receive eternal salvation. If we don't, we will be eternally lost. Either way, that judgment by God is final. But the angels were created already in possession of eternal bliss, with no need for salvation. Therefore, their rejection of that which they already possessed was final, and the result of that rejection eternal. It isn't like they only committed "one sin" and should be allowed ro repent. That "one sin" was total rejection of God and all He stands for, and such a rejection means eternal damnation for anyone, angelic or human.

1. What do they need forgiveness from?
2. They could if they did something that would be considered wrong.
3. They do only what they're meant to in order to keep a balance in this existence.

They don't need forgiveness for two reasons:
1. They don't have souls or sins.
2. They don't exist in the first place.

The fallen angels refuse to repent. Their angelic minds are permanently and eternally made up. This is the unforgiveable sin.

Angels are not in need of forgiveness. They are not like we are. We choose to do wrong. The Angels of God do as He wishes. They can not sin like we do.
