Is there such thing as a perma-pup?

My mom was out shopping when a man walked by with an adorable black lab puppy. She told him how cute his puppy was, and he said that it was no puppy! His dog was three years old and was a "perma-pup" ? Is there really such a thing? or was he just pulling her leg?

He was joshing her. The dog was most likely a mix that happened to look like a Lab pup. I had a mixed breed dog that looked like a German Shepherd puppy (as many asked me about her age) till she died at 16 years old!
