It's actually unnatural to have bright white teeth, they are in fact, weaker than ivory coloured teeth, which are more natural. I was told this by a dental surgeon!
Perhaps we don't need to have ours primed and straightened and filed and coated every five minutes, because we are not quite as hung up on the outer person, and our looks, as you are inside the states?
Perhaps even, we are more secure in 'who we are' and not in 'what we present outwardly' to a wider world, and so, more comfortable with our minor faults on the outside, and mature enough to understand, there can never be a perfect picture of us all the time.
One day, down the line, we'll all be very old (or dead) and however much you preen yourself, or pay for interference in your looks, most peoples gums recede, and time shifts the roots and widens gaps and roots appear and start to show... and all the money in the world, wont save you from this ageing problem. It may mask it, but underneath, age is happening. So you'll either have to keep on screwing those ageing gums with new ones, or, sticking false ones in.
One day too, you might have an accident and injure your face or jaw... like I did... in a car crash, which could push once perfect teeth out of line.
Or, you maybe even have a relative born with facial defects, that don't afford a perfect set of gnashers with the glossy advertising straightened kind of false grin, you seem to value more than good manners, inside your question!
The nasty things we do and say, have a bad habit of turning back on us eventually, so think, before engaging your mouth to be insulting next time!

But,
One reason, I suspect, is that we have a system over here called the National Health Service (NHS) - think of it as state run blue-cross. It is mandatory - you will have the payments deducted from your salary/wage whether you use it or not.
Dentists, however, are not obliged to treat anyone under the NHS - If they feel they can make more money by "going private" (i.e. cash payments that are way over what the NHS says is a fair tariff) they are perfectly at liberty to do so. Many do.
Theoretically, all brits are entitled to "free" Dental care. I don't know anyone who actually gets it, though, even though the "free" aspect of it is wrong - we've paid for it already. So this may be why many people seem to have bad teeth. They can't afford to pay for the same service twice.

It is because the Government insist on making us use Fluoride in toothpaste.
They're even trying to foist it on us in our water supplies!
Dental Fluorosis is evil, caused by fluoride.
Since I changed to a non fluoride toothpaste, I have had a visit to the dentists where I didn't need any drilling! First time in 30 years of going to the dentists where I needed no work. Speaks volumes to me!

If you are suggesting that having veneers and crowns and bleaching your teeth as per the USof A is having natural teeth then we don't tend to have these in the UK. In the UK we have to pay for our dental care twice - once via the National Insurance payment and again via the payment to the private practitioners we have to see.
They maintain our teeth as naturally as possible, without wasteful cosmetic finishes. Teeth are not white - many of us have yellow teeth due to the use of Tetracyclines in our infancy but we choose to stick with the real thing rather than change them for veneers which come off and break.

That's a generalization of all British. There are plenty with beautiful teeth. However, to answer your questions of the Brits you have seen is due to their water not being fluoridated, as most water is in the U.S.

We have messed up teeth because we can't get a dentist!
Our stupid government let all of the dentists opt out of National Insurance Dentistry, so alot of us can't afford the treatment.
