I don't think that he can, because he has to submit photos. You need to call the immigration office and talk to them about it since he has special circumstances.

Any U.S. citizen can apply for a passport. As long as you have no travel restrictions issued by court order in connection with your conviction you may go anywhere! There are no questions about prior convictions on the passport application. There are also no questions asked by immigration authorities prior to or upon arrival in most countries.

There is nothing in U.S. law that prevents most felons from receiving a passport -- unless the terms of parole, probation or sentencing deny the person a right to a passport or international travel. If you are a convicted felon is entirely up to the discretion of the Passport Agency to approve your application.

So,there's a big demand for passports in prison now?Wow,is it a field trip they're planning? To answer your question,I don't think a con can get a passport.Maybe when he's out.
