If they are sure they've been charmed by meeting the person, just saying "i'm charmed" is confirmation enough. Any other dumb responses you'd care to contribute ?

they can say it for two reasons, sarcasm or as you said, confirmation.
For example: if a nice guy a girl met says that and plants one on her hand, she'd be flattered. (this is very advisable if you care to capture a girls heart).
And when they say it sarcastically they are also saying that they wish they never met you!
I personally kind of like it! (this first reason)

Diplomats travel in a small world, and they have often heard about each other many times before they actually meet each other. Also they often meet at social engagements where there is very little time to talk or exchange ideas and pleasantry's. So the term "Charmed I'm sure" is a polite way of saying that you have heard great things about them, but at this time there is not enough time for us to get to know each other.

I always thought of "Charmed, I'm sure" as being mildly insulting. If you say "I'm charmed to meet you" it is a compliment. When a person says "Charmed, I'm sure" it's almost as if they are being sarcastic.
When I've seen people say "Charmed, I'm sure" in the movies they are usually saying it disdainfully to another person.

"charmed, I'm sure," is a joke. It's supposed to be what a bimbo says, when she's trying to sound elegant. You're not supposed to really say it!
