Do you mean "free" puppy? The RSPCA charge for any of their rescue dogs, check your home to ensure you are a fit person to have a puppy and pop up every now and then to make sure the dog is doing well. They also neuter and microchip their rescues and will charge you for this. Most rescue homes charge a fee.
Dogs are for life, not just for Christmas. You may find that the Rescue Societies will not let you have a rescued animal before Christmas for fear of your dear little children getting tired of it and going back to their ipods.

If you mean a "free" puppy well all the animal charities and shelters ask for a donation. Won't be as expensive as buying a pedigree puppy but you will still be expected to donate something toward the work they do. They usually ask for a set amount too - about £60-£70 from RSPCA, Dogs Trust, Battersea Dogs home etc.
Even your local dog pound will probably charge for adopting a homeless dog, They have to make sure people are serious about it and also raise funds for the work they do.
Also when you consider that dogs from most shelters will be microchipped, vaccinated, wormed, flead, given a full bill of health from the vet and neutered all at the charity's expense, its a small price to pay!!!
Your local dog pound might not do these things but they may well neuter the dog and would still want a donation.
Otherwise, look for "puppies free to good home" adverts in our local paper, shop windows, pet shops, vets etc. These will probably be mongrels and cross breeds though, you won't get people giving away pedigree puppies for free!
We adopted our collie/labrador cross "free" - from a family who needed to rehome him - they had placed an advert in a pet shop offering him free to good home. He was 6 months old, had grown too big for them and was a complete terror - they couldn't handle him. We've had him for about 9 months now and he's still a psychopath and needs a lot more training but a lovely dog nonetheless!!

But puppies aren't free.
There's the cost of a well puppy exam, heart worm check, vaccinations, worm test, worming medication, spay/neuter, etc. These are very important to have done or the puppy will die.
Your best bet is to pay the adoption fee and get a dog from a shelter that has been vaccinated, neutered/spayed, etc. It will save you money in the long run

Puppies can be very costly to care for - food, equipment, inoculations, neutering, micro-chipping, unexpected vet fees. etc..
If you can't afford to buy one perhaps you should have a re-think about getting a dog.
Personally I would never advertise a dog as 'free to good home' for just that reason. I would be really worried in case the new owner couldn't afford to look after it properly.
All reputable re-homing societies ask for a fee or donation.

Exchage & Mart have a good pet section. Also Battersea Dogs Home will supply healthy puppies. Remember--A puppy/dog is for life. It will reward you if you look after it.
