You need to understand the meaning of Karma and hell (aka naraka in hinduism) before coming to a conclusion.
Karma: is the most grossly misunderstood word in all of Scriptural texts. The literal meaning of the word as explained to the masses by Pundits is its relation to the physical concept of a being. You perform Karma as a physical manifested being and this shall suffice your journey to the Swarga Heaven ... Provided you earn Punya Karma!
What one fails to explain is that physical work alone does not constitute the in-depth meaning of Karma ... The physical work being performed by one is only the tip of the ice berg. Committing a sin even in thoughts is committing a Paap Karma! For achieving any aim of Life one has to accumulate Punya (a hidden factor). It is only the Punya or Paap Karma performed by one which decides what body the Atman soul within shall manifest in next Life!!
You work (perform your Karma) like an animal ... You are bound to be born one in next Life. You are a true soldier of God, respect all and continue performing your Dharma without violating the right of others ... You may be born an ascetic who while living in a family lives leads a pious Life. Further more depending on your Karma, if you are granted a boon by the Almighty God ... You may Realize-Self, become one with God the Creator within that Life!!
Naraka: narak located on Mother Earth ... The abode of those unfortunate ones who owing to ignorance committed sin after sin only to land themselves in the land of punishment.
You invoke the wrath of God if you commit unpardonable offenses. Mistreating women folk incurs the wrath of Mother Earth ... Your Cosmic Mother who gave you (an Atman) a body to manifest and cleanse self ... Yet you are bent upon to outrage the modesty of a lady ... be she a Mother, sister or daughter.
A poor (poor not in Spiritual inheritance but in Karma) unable to manage bare means, beggar toiling in hard Sun morning to evening, the Life of an ant, animal or a beast ... Karma is said to return to you three-fold. Harming another creature, angry thoughts, doing anything which causes harm to another, intentionally or not, comes back to you three times worse than you set forth.
H*ll is eternal torment.
I don't see the comparison.
However, those who believe in karma also believe in reincarnation( or tend to ) and that karma follows you from one life to another so ultimately, I guess the answer is yes,maybe.

the effects of karma can be like hell on earth. Or if you are very sick and ignorant the seeds of karma sewn in this life can have you reborn in a lower form. Or have the some things you did to someone done to you. Imagine having to feel all the pain inflicted upon others inflicted on yourself life after life. Hell on earth. But karma can be overcome. you just have to know how to do it.
