you need to format the drive before reinstalling. stick the xp cd inside and restart your computer and make it boot using the cd....then in the process, it will ask you to install a fresh copy of xp and ask you if you want to format your hard drive. say yes and then it will load a fresh copy of xp.

I recommend first uninstall the softwares you don't want from control panel>ad remove program.
Then delete the folder manually from c>program files.
run ccleaner(www.ccleaner.com) and remove junk files and registry issues.

Now it depends how you want tit.
1. if you want to keep other files in the c drive, you can format . You just need to reinstall. In that case, follow instructions for installing.

2. If you don't need files in c drive, just format c drive and reinstall window. during installation you should have option for format/clean insall etc.

so, from the begining, you have to press "delete" button when your computer start, you'll be redirected to "bios".
There, you have to set primary boot device to CD-rom, and second to HD. Then you save and exit from "bios".
When your pc restart, insert windows CD. Then will be easy, after you format your partition, when your PC restart, enter too "bios" again and choose primary boot device HD, then Cd-rom.
