Yes, what you want to do is very possible. I have been doing my old family photos for a hobby. I have made them look like new!
But you need photo editing software, a decent scanner, and time to learn and practice to get good results. I have an Epson 4870 scanner and Adobe Photoshop 7.
If the pics are not too bad (no rips and cracks), scan them or get Kinkos or somebody to scan them onto CD. Then download the free Google Picassa software and try it yourself.
If you only have a couple of pics to do and you do not want to start another hobby, it might not be worth the time and effort to do it yourself. Look for a photo lab or image processing business that does photo restoration.
If you only have a couple of pics, and you have a high speed internet line, you can email high resolution copies to me and I will fix them for you. (Merry Christmas!)

Due to its 10m + transmission distance, it would be unsuitable as a source of secure money transaction. Bluetooth security is very weak and so a lot of work would have to be done with third party encryption programs. This would rule out cheaper handsets unless it could be run native to the phones OS (which would have to be a standardised feature across all platforms). Private information would also need to be stored on the handset in much the same way as Chip and Pin. You would still have to manually verify your transaction to reduce fraud. Bluetooth would however work as a 'pass by proximity', using existing technology. You can purchase automated driveway gates that open to registered Bluetooth handsets on detection. Why not have Pre-Pay Subway and Train passes that use your Mobile instead of a card. That way the gate would just allow you through. Detectors could be "Tuned" down to create a lower reception distance. As no information other than your phone ID would be transferred, no extra security or applications would be required for its implementation. All hardware and software would be installed and maintained by the provider. As the phone itself would not contain any information other than the instruction to pair with the hardware it would not pose an identity problem if lost or stolen. Just simply have your details reset with the service you are using and re-register a new handset.

Sure, you can clean up photos with most image programs.
I'd suggest Photoshop, yet it's pricey. This program has tools for scratches and healing and clean up -- I'd guess a "barely there" layer of light blue might perk up the photo some too.

Most photo editing programs can help do this. You can scan it in and try it but it might take some practice. Other places like CVS or Target claim that they can do it as well but I have never tried their services.

get photoshop and practice a bit and you will be able to scan them and correct a great deal of what is wrong with them having said that if you wish it to be done for you there are lots of places that do that many of which use photoshop to do it. either was scan then at high rez and bring them into the digital world one way or another

Better if u have photoshop in ur pc,and u can get best from it.
otherwise its worth to get the job done by spending some.But never go for free available softwares other than some like google picasa or ms paint etc.Most of them are not full functional and we waste our time.For giving many latest effects google picasa is good and easy for beginners.also u can get desired results using paint,photoshop and picasa.(google picasa we can download here free http://angle-mine.blogspot.com )
